I have submitted to the Board of Inland Revenue It

Lucas's letter of the 29th ultimo (No. 36753/1900) enclosing

a copy of a despatch from the Governor of Hong Kong, as to

a proposed revision of the stamping arrangements in that

Colony,

I am to observe that two different systems of stamping

appear to be contemplated in the papers viz:-

(I) by means of Recording Presses and

(2) by the process of the ayer-embossment of adhesive

Labels.

In regard to the adoption of Recording Presses, (which

is suggested by the Committee to enquire into the salaries

of subordinate Off cers in the Service of the Colony),

I am to state, for the information of Mr Secretary

Chamberlain that it appears to the Board to be doubtful

whether such Machines would be found satisfactory at Hong Under Secretary of State,

Kong

Colonial Office.
